The Side bar from phpMyAdmin doesn't load if I click on the tab "Databases" It also doesn't load
sometimes it loads thats after about 20 minutes

Also Is It allowed to use the database for an Forum (Custom Written) not something like phpBB or vBulletin

Sure thing. I wouldn't recommend it for production use (though it's OK if you decide to do so on your own risk), but for setting up a forum and testing it, that's exactly one of the purposes that db4free.net has been created for.
